In most cases, no permit is required for a small elopement ceremony on the beach as long as you don’t set up any structures (like arches, chairs, or large decorations) and your group stays under 50 people. If you plan to bring more or set up anything, you’ll need to reach out to the Oregon Parks and Recreation Department.
If you’re hiring a photographer (hey!), you don’t need a separate permit for that either — which makes planning a whole lot simpler.
